In addition to provisions related to health care reform, the Health Care and Education Reconciliation Act of 2010, signed into law by President Obama on March 29, includes provisions related to the Federal student loan program, which were designed to expand access to education and career training for all students. The legislation reduces the minimum repayment amount for student borrowers, provides inflation-adjusted increases in Pell Grants, and eliminates fees paid to private banks acting as intermediaries in providing Federal loans to college students.
